Dear Airlines,
We would like to inform you that 4,368 slots have been placed in the slot pool at Paris-Orly Airport (ORY), representing six daily round trips operated on a year-round basis.
Airlines wishing to apply for slots from the pool must submit their requests no later than the Initial Submission Deadline, on 8 October 2026, in accordance with the Worldwide Airport Slot Guidelines (WASG) Calendar of Coordination Activities.
In accordance with Article 10(6) of Council Regulation (EEC) No. 95/93, 50% of the slots in the pool will first be allocated to carriers qualifying as new entrants.
The results of the pool allocation will be shared at the latest on 1st of December 2026, following the IATA Slot Conference in Budapest from 17 to 19 November 2026.
A communication will be published on the COHOR website, and an SIR message will also be issued to inform applicants of the outcome.
Submission Requirements
- Applications for slots from the ORY slot pool must be submitted via SCR message to [email protected]
- Airlines wishing to apply for slots from the pool must submit two separate SCR messages before the Initial Submission Deadline:
- one SCR containing their regular submission in response to COHOR’s SHL message and
- one SCR dedicated exclusively to their pool application.
- Pool applications must not be combined with any other slot requests.
- Operators claiming new entrant status should use action code « B » or « V », as appropriate.
- NON new entrant requests should use action code « N ».
- In the SI line, applicants should indicate whether the request concerns:
- Summer 2027 only by adding the comment « S27 ONLY POOL REQUEST » or
- Summer 2027 and Winter 2027/28 operations by adding the comment « S27 AND W27 POOL REQUEST ».
The allocation of the slot pool will be conducted primarily in accordance with Council Regulation (EEC) No. 95/93, notably with respect to the definition of new entrant status, allocation priorities, conditions attached to new entrant allocations, and restrictions relating to slot mobility.
In addition, COHOR will apply the principles and recommended practices set out in the Worldwide Airport Slot Guidelines (WASG). Within the framework established by the Regulation, particular consideration may be given to factors (in no particular order) including, but not limited to:
- Effective Period of Operation: Whether an airline’s schedule that will be effective for a longer period of operation in the same season than other competing requests.
- Operational Factors: When operational factors (such as curfew) at one airport creates a slot problem elsewhere, thereby constraining an airline’s schedule.
- Time Spent on Waitlist: Whether an airline’s request has been pending on the waitlist longer than competing requests.
- Type of Consumer Service and Market: The balance of the different types of services (scheduled, charter, and cargo) and markets (domestic, regional, and long haul, and leisure or business) should be considered.
- Connectivity: Coordinators should try to ensure that due account is taken of the development of the specific airport route network and connectivity to meet the needs of passengers and shippers.
- Competition: Coordinators should try to ensure that due account is taken of competitive factors in the allocation of available slots. These factors could include the addition and development of a new route or competition on an existing route.
- Environment: Coordinators should try to ensure that due account is taken of environmental factors in the allocation of available slots.
- Local Guidelines: The coordinator must take local guidelines into account should they exist. Such guidelines should be approved by the Coordination Committee or its equivalent.
